Most experts report that more than a 3-4% methane leak from wells makes oil and gas extractions worse than coal since unburned methane is 80 times more powerful as a greenhouse gas than CO2. The EPA states that the oil and gas industry maintains a 1 to 1.5% leak rate. This rate is an estimated report to the EPA by the oil industry. An independent study started in 2009 by NOAA, National Oceanic & Atmospheric Association, scientists measured three sites including the LA Basin which measured a 17% methane leakage. I am asking the AQMD to measure the leakage rate on the Brea Oil Fields. To what extent are green completions being implemented?
